Navy commander
James A. Victor, 83, a retired Navy commander who became an executive with Veda, an engineering firm in Alexandria, died Jan. 29 at his home in Falls Church. He had Parkinson’s disease, said his wife, Helen Victor.
Cmdr. Victor served 29 years in the Navy before retiring in 1975. His final active-duty assignment was at the Naval Air Systems Command in Washington as chief engineer of the E-2 radar-surveillance aircraft.
After his military retirement, Cmdr. Victor worked with Veda for 17 years as a project manager and later as a vice president of operations.
James Alan Victor was born in Gary, Ind., and attended what is now the College of Coastal Georgia in Brunswick.
His military honors included the Meritorious Service Medal.
His first marriage, to Leola Martin, ended in divorce.
Survivors include his wife of 25 years, Helen Mattingly Victor of Falls Church; two sons from his first marriage, James M. Victor of Capon Bridge, W.Va., and Jack A. Victor of Manassas; a brother; three grandchildren; and a great-grandson.
